Leaving it here for anyone who might stumble upon this post in the future. Another sign was that I got the options to adjust screen brightness and set Bat tech colors this time around, which I never got before when it was screwed up so that's another clue that it's fixed.
The sign that you've fixed it would be that Ep2-5 would start showing "Start Ep2/3/4/5" instead of "Download Ep2/3/4/5" because technically, the Steam version downloads all of them together if you have the season pass or have purchased all episodes previously. My theory is that it may have something to do with old installation/save files if you've played the game before (Episode 1 was free). Granted it took 3 reinstalls but somehow it worked in the end.
As described by Spectra, uninstalling the whole game and then deleting any and all files from the computer related to the game (such as "Telltale Games > Batman The Telltale Series" folder in My Documents) and reinstalling did the trick.
